Abstract
Wilhem Marselinus Unun Fernandez Akoli (811211067) "The Influence of Competency, Job Placement, Organizational Commitment on Civil Servant Performance at the East Nusa Tenggara Province Education and Culture Service" under the guidance of Dr. Philipus Tule, SVD and Jou Sewa Adrianus, SE, MM,. Job realization at Education and culture department of NTT Province is not fully reach performance target as which is hope in strategic plan of the department. The aim of this research is to find out: 1) Description of Competency, Competency, Job Placement and Organizational Commitment to Performance at Education and culture department of NTT Province. 2) Significance of partial influence of Competency, Job Placement and Organizational Commitment on Performance. 3) The significance of simultaneous influence of Competency, Job Placement and Organizational Commitment on Performance. This research uses quantitative methods with population 211 employees and the sample is defined using slovin formula amount to 68 employees of the East Nusa Tenggara Province Education and Culture Service. Technique of data collected using questioner, observation and interview. Data is analyzed using descriptive and inferential statistics by the SPSS 25 application. The results of the descriptive analysis show that Competency, Job Placement and Organizational Commitment at the East Nusa Tenggara Province Education and Culture Service belong to very good category, which shows that the majority of respondents strongly agree with the research statement. All respondents’ answer data passed the validity and reliability test. Data analyzed using classic assumption test, too. The normality test shows that the research data is normally distributed. In the classical assumption test carried out both the multicollinearity and the heteroscedasticity test, it shows that all of data in this research model do not experience multicollinearity and heteroscedasticity problems. Meanwhile, the results of the linearity test shows that all of data in this study is linear. The results of the inferential analysis simultaneously shows that Competency, Job Placement and Organizational Commitment have a significant effect on Performance. Likewise, the partial test results for each variable also shows that Competency, Job Placement and Organizational Commitment have a positive and significant influence on performance. The result of hypothesis test (test t) partially shows that Competency, Job Placement and Organizational Commitment have a positive and significant influence on performance. The result of simultaneous test shows that variable Competency, Job Placement and Organizational Commitment do simultaneously have significant influence on competency. On the other hand, Coefficient determination which appears of the R Square value shows that the contribution of Competency, Job Placement and Organizational Commitment to Performance is 69%, while the remaining 31% is influenced by other variables outside the model studied. Based on the result of this study, suggest each employee keep on his competency achievement, and moreover has to gradually improve their work skill according to the newly demands and challenges to reach vision and mission of Education and culture department of NTT Province.
