Abstract

This study aims to determine and analyze the crisis communication of the Kupang City Police in handling student demonstrations rejecting the increase in DPRD allowances on September 1, 2025, in front of the NTT DPRD Building. Using a qualitative descriptive approach with a case study method, the study applies the Situational Crisis Communication Theory (SCCT) by W. Timothy Coombs to outline strategies in the precrisis, crisis, and post-crisis stages. During the pre-crisis, the Intelligence and Security Unit conducted early detection by monitoring notification letters for actions in accordance with Law No. 9/1998, while the Community Development Unit and Public Relations prepared appeals via social media to prevent escalation. During the crisis, coordination between units (Intelkam, Binmas, Public Relations, Dalmas) emphasized humanist dialogue, mass surveillance, and appeals for order, with mediation facilitating a direct audience with the governor, maintaining a conducive situation without anarchy. Post-crisis, an internal evaluation resulted in public clarification via social media and a release from the Police Chief, strengthening the image of the National Police as a facilitator of aspirations. Key challenges included delayed notification, miscommunication with the Regional People's Representative Council (DPRD), and controlling crowd emotions, all addressed through the strategies of diminishing (reducing perceived responsibility) and bolstering (strengthening a positive image). This research enriches the study of police organizational communication, emphasizing transparency, empathy, and coordination to maintain public trust amidst the dynamics of Indonesian democracy. Interviews with five informants (Intelkam, Binmas, Humas, Dalmas, students) and documentation support the finding that effective communication prevented the accidental cluster crisis from worsening.
