Abstract

The Complete Systematic Land Registration Program (PTSL) is a strategic government initiative aimed at improving land governance and enhancing public services by accelerating land ownership legalization. This study aims to evaluate the implementation of PTSL at the local technical level, focusing on program achievements and challenges encountered during execution . This research employs a descriptive qualitative approach with data collected through interviews, observations, and documentation. The findings reveal that PTSL has positively impacted public access to land services and strengthened trust in public institutions. Nevertheless, the program’s effectiveness is hindered by several factors, including limited human resources, insufficient public outreach, and technical obstacles related to land measurement and data validation. The study concludes that PTSL plays a significant role in improving the quality of public services in the land sector. However, to ensure sustainability and equitable outcomes, improvements in governance, staff capacity, and participatory approaches are necessary.
