Abstract

This study aims to examine and analyze the participation of the Community Empowerment Institution (LPM) in development planning in Lengkosambi Timur Village, Riung Sub-district, Ngada Regency. As a partner of the village government, LPM is expected to accommodate community aspirations to ensure participatory and targeted development. This research uses a descriptive qualitative approach with data collected through observation, interviews, and documentation. The findings indicate that the involvement of LPM members in planning stages is still low, as seen from poor attendance rates, limited contributions in discussions, and lack of engagement in decision-making processes. The low participation is influenced by several factors, including members' primary occupations, limited incentives, and a lack of understanding regarding the role of LPM. Additionally, residents tend to communicate their concerns directly to the village government or the Village Consultative Body (BPD), reducing LPM’s relevance. This condition highlights the need to strengthen LPM's institutional capacity through training and supportive policies. With more active participation, LPM can become an effective bridge between the community and the village government in creating inclusive and sustainable development planning.
