Abstract
Evaluation of Village Fund Policy Implementation in Improving Community Welfare (Case Study: Wolofeo Village, Detusoko Subdistrict, Ende Regency) The management and evaluation of Village Funds are essential efforts to realize accountable governance that prioritizes community welfare improvement. Policy evaluation, including through the Village Budget Realization Report (LPJ APBDes), functions to ensure the alignment of budget realization with planning and to promote transparency. In Wolofeo Village, Village Fund reporting has shown positive impacts on development; however, challenges remain, such as administrative orderliness, delays in reporting, and low community participation. This study aims to analyze the implementation of Village Fund policy evaluation in improving the welfare of the Wolofeo Village community. The study applies William N. Dunn’s (1999) Policy Evaluation Theory, using indicators of Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy. The research employs a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation. The results show that the use of Village Funds has made positive contributions to infrastructure development, community empowerment, and the improvement of social services. However, several challenges were identified, including administrative inconsistencies, delays in submitting reports, and suboptimal community participation in program planning and evaluation. Overall, the implementation of Village Fund policies in Wolofeo Village has been fairly good but requires improvements in transparency, accountability, and the capacity of village officials to achieve more equitable and sustainable community welfare.
