Abstract

The research is titled Implementation of Community-Based Total Sanitation Program (STBM) Policy in Gayak Village. Where, there are still unhygienic community behaviors such as a lack of awareness in maintaining personal hygiene by washing hands, the behavior of urinating/defecating carelessly, maintaining animals in cages adjacent to water sources, and coupled with the lack of water sources. So the main problem in this study is to find out how the implementation of the STBM program in Gayak Village and the factors that hinder the implementation of the STBM Program in Gayak Village by using Edward III's theory which measures four indicators, namely Communication, Resources, Disposition and Bureaucratic Structure. The method used in this study is a qualitative method with interview, observation and documentation data collection techniques. Based on the theory and methods used, the results of the study found that the implementation of STBM in Gayak Village was carried out based on the occurrence of health problems in the community related to personal hygiene factors and the surrounding environment. STBM is carried out by providing understanding to all village communities through socialization and counseling carried out by officers from the Puskesmas assisted by the Gayak Village apparatus so as to result in an effective implementation of STBM in Gayak Village with effective communication indicators, good resource support, seriousness of implementation by the government and the community and a supportive bureaucratic structure.
