Abstract

This study aims to analyze the growth, effectiveness, and contribution of parking retribution to the Local Own-Source Revenue (PAD) of Kupang City during the period 2015–2023. The research uses a quantitative descriptive method with growth analysis, effectiveness ratio, and contribution ratio approaches. The data used are secondary data in the form of parking retribution realization reports and PAD realization reports obtained from relevant agencies in Kupang City. The results show that parking retribution revenue tends to increase nominally each year, although fluctuations occurred in certain periods, especially in 2019. In terms of effectiveness, the performance of parking retribution collection was categorized as effective to very effective during 2015–2018, but declined in 2019–2023 with effectiveness ratios below 80 percent. Meanwhile, the contribution of parking retribution to PAD during the research period was classified as very low (below 10 percent), although it showed an increasingtrend. Overall, although parking retribution has experienced growth and improved contribution to PAD, its role remains relatively small in the structure of Local Own-Source Revenue. Therefore, optimization of management, increased supervision, and more realistic target-setting based on actual potential are needed so that the parking retribution sector can provide a more significant contribution to regional fiscal independence.
