Abstract

Population growth and increased activity in Kupang City as the capital of East Nusa Tenggara Province have triggered a high increase in traffic volume on major roads. Piet A. Tallo Street is one of the important collector roads connecting the Liliba area with the city center and Tirosa Roundabout, serving a dual function as an economic, office, and residential center. This condition results in high traffic congestion, especially during peak hours, exacerbated by side obstacles such as parking on the roadway and commercial activities. This study aims to analyze traffic characteristics, evaluate the impact of side obstacles on vehicle speed using the linear regression method, and determine the Level of Service (LOS) index of Piet A. Tallo Street based on the 2023 Indonesian Road Capacity Guidelines (PKJI). This research was conducted by collecting primary data through direct surveys in the field over six days (Monday–Saturday) during morning, noon, and evening peak hours. The primary data included traffic volume, side obstacles, average speed, and road geometry, while the secondary data consisted of the population of Kupang City to determine the city size correction factor. Vehicle volume data were converted to passenger car units (pcu/hour) referring to PKJI 2023, and then the relationship between travel time and volume variables was analyzed using the linear regression method. The research results show that the maximum traffic volume occurs in the afternoon from 16:45 to 17:45 at 1,461.25 pcu/hour. The highest side friction was recorded on Saturday from 18:00 to 19:00 with a frequency of 402 incidents/hour, dominated by stopped/parked vehicles (PSV) at 44.10% and entering-exiting vehicles (EEV) at 35.41%. Road capacity experienced a significant decrease from the base capacity of 3,400 pcu/hour to an effective capacity of 1,649 pcu/hour during the midday and afternoon periods due to the influence of side friction. The results of linear regression analysis and saturation degree calculations indicate that the road segment's performance varies in Level of Service (LOS), with the heaviest conditions occurring in the late morning and afternoon. The study concluded that side friction significantly affects the reduction of speed and road performance, necessitating solutions such as strict parking management and the regulation of commercial activity zones along the road segment the road.
