Abstract

This thesis is entitled "Implementation of Mandatory Regency Road Development Affairs in the Era of Regional Autonomy (Case Study, Governance of Soba-Baun Regency Road Development, Kupang Regency, NTT)". The formulation of the problem is how is the implementation of mandatory district road construction affairs in the era of regional autonomy (case study of road construction management in Soba Baun district, Kupang district, NTT)? To explain the main problem in this research, a theory of the division of concurrent government affairs between the central, provincial and city district governments was built. The method used in this research is a qualitative descriptive method and the techniques used are interview and documentation techniques. The results of this research show that (1) the road management policy in this research is a macro policy regarding the general long-term and medium-term plans for the road network in Kupang Regency as outlined in the RPJP and RPJMD as well as the principles for considering the determination of road sections (2) construction and operation and maintenance of actual roads Kupang Regency Government policy in determining the development and maintenance of district roads as outlined in the Kupang Regency APBD in the last 2 years. (3) supervision and utilization of activities carried out by the Kupaten Kupang Regency Government in carrying out, supervising the use of roads according to their function and controlling the management of road operations. Based on the results of the analysis above, the author concludes that the policy of maintaining 3 roads as a means of smoothing the flow of distribution of goods and services by Masvarakat in Soba Baun Village has not been optimally considered. The concept of building and operating and maintaining roads in Soba Village, Kupang Regency from the establishment and construction of new roads, as well as repairs Kupang Regency roads are already well planned and existing. However, in the final decision, development priorities were not properly accommodated because several areas with road conditions that could be categorized as serious damage were not prioritized.
