Abstract

The objectives of this study are: 1) To describe the performance of civil servants, organizational commitment, work motivation, work discipline, and work environment at S.K. Lerik Regional General Hospital in Kupang City; 2) To examine the effect of work motivation on the organizational commitment of civil servants at S.K. Lerik Regional General Hospital in Kupang City; 3) The effect of work discipline on the organizational commitment of civil servants at S.K.Lerik Regional General Hospital in Kupang City; 4) The effect of the work environment on the organizational commitment of civil servants at S.K. Lerik Regional General Hospital in Kupang City; 5) The effect of work motivation on the performance of civil servants at S.K. Lerik Regional General Hospital in Kupang City; (6) The effect of work discipline on the performance of civil servants at S.K. Lerik Regional General Hospital in Kupang City; 7) The influence of work environment on the performance of civil servants at S.K. Lerik Regional General Hospital in Kupang City; 8) The influence of organizational commitment on the performance of civil servants at S.K. Lerik Regional General Hospital in Kupang City; 9) The influence of organizational commitment mediated by work motivation, work discipline, and work environment on the performance of civil servants at S.K.Lerik Regional General Hospital in Kupang City. The sample in this study consists of 72 civil servants at the S.K. Lerik Regional General Hospital in Kupang City. Data were collected by distributing questionnaires and analyzed using descriptive and inferential statistics using SmartPLS. The results of descriptive statistical analysis showed that employee performance, organizational commitment, work motivation, and work discipline were good, while the work environment was fairly good. The results of the inferential statistical analysis showed that work motivation, work discipline, and work environment had a positive and significant effect on employee performance and organizational commitment. This study suggests that the management of S.K. Lerik Regional General Hospital in Kupang City should take strategic steps to improve the performance of civil servants within the hospital, particularly in formulating more targeted human resource development policies. Comprehensive managerial interventions are needed, especially in providing adequate work facilities, enforcing discipline, and developing an organizational culture that supports employee loyalty and engagement.
