Abstract

This research was compiled by Fridolinus Bassa Tukan (31121037), a student of the Development Economics Study Program, under the guidance of Dr. M.E. Perseveranda, SE., M.Si as supervisor I and Adrianus Ketmoen, SE., MM as supervisor II. This research is entitled "Analysis of Planning and Budgeting Consistency in Gekeng Deran Village, Tanjung Bunga District, East Flores Regency, 2023–2024." This research is motivated by the importance of consistency between village planning and budgeting documents as an indicator of the success of effective, transparent, and accountable village governance. The purpose of this study is to analyze the level of consistency between planning and budgeting in Gekeng Deran Village, Tanjung Bunga District, East Flores Regency, and to identify factors influencing the discrepancy between plans and budget realization in the implementation of village development programs. The research method used is a qualitative descriptive method, with data collection techniques through observation, in-depth interviews with village officials and related parties, as well as documentation of village planning and budgeting documents, such as RPJMDes, RKPDes, and APBDes. The research results indicate that consistency between planning and budgeting in Gekeng Deran Village has not been fully optimal. Discrepancies were found between the established plan and the actual budget implementation in the field. This inconsistency is primarily caused by several factors, including delays in the disbursement of village funds, changes in policy from higher-level government, and the limited capacity of village officials in managing village administration and finances. These conditions result in activity revisions, budget adjustments, and shifts in program priorities, impacting the effectiveness of village development implementation. Based on these findings, this study recommends the need for continuous improvement efforts through increasing the human resource capacity of village officials, strengthening the integrated planning and budgeting system, and enhancing monitoring and evaluation functions. Furthermore, better coordination and communication between the village government and higher-level government are needed to ensure consistency between planning and budgeting in a more effective, efficient, and sustainable manner, supporting village development.
