Abstract

Urbanization in Kupang City has increased the demand for reliable public transportation. This study aims to evaluate the suitability of public transport fares, regulated by Mayor Regulation No. 23 of 2022, against the Vehicle Operating Costs (VOC) on Route 5 in Kupang City. The research methods include dynamic surveys to determine the load factor and questionnaires distributed to transport owners to identify operational costs. The results indicate that the average number of trips per vehicle is 22 per day, with an average travel time of 37.8 minutes per trip. Cost analysis shows that the initial vehicle price in 2025 is IDR 157,500,000, with a depreciation cost of IDR 901.384 per vehicle-km. Despite the finding that students often pay below the official fare (IDR 1,000–2,000 instead of IDR 3,500), the calculation shows a daily income of IDR 472,500 per vehicle, providing a profit of IDR 420,294 per day for the owners. This study recommends periodic fare evaluations and route restructuring to avoid overlapping routes that decrease the load factor.
