Abstract
Traffic issues in urban areas are often triggered by an increase in the number of vehicles disproportionate to road capacity, exacerbated by side friction. This research focuses on the Wolter Monginsidi III road segment in Kupang City, a densely populated commercial area with high market and shopping activities. The study aims to analyze the road performance, evaluate the impact of side friction based on the Indonesian Highway Capacity Guidelines (PKJI 2023), and formulate solutions to improve the Level of Service (LOS) at the study site. The research method involves collecting primary data through a six-day field survey (Monday–Saturday), including traffic volume (Q), vehicle travel time to determine speed (V), side friction frequency (SFF), and road geometric conditions. Secondary data regarding population information was obtained from the Central Bureau of Statistics. Data analysis was conducted by calculating road capacity, degree of saturation, and the Q/(C-Q) ratio to determine the LOS, as well as using simple linear regression analysis to model the influence of side friction on travel time and operational performance. The results indicate that side friction has a significant and positive correlation with vehicle travel time, particularly during the Monday afternoon period with a coefficient of determination (R²) of 0.8657. The highest side friction value was recorded at 972.2 (Very High category) on Thursday between 13:00–14:00, coinciding with a decline in road performance. The Level of Service (LOS) for this road segment is generally categorized as LOS C (Stable Flow), with the highest Q/(C-Q) ratio of 1.84 occurring on Thursday afternoon. Based on these findings, managerial steps such as restricting the operational hours of freight vehicles and enforcing illegal parking regulations are required to improve the road's level of service.
