Abstract

The thesis entitled "Analysis of Factors Affecting the Implementation of E-Procurement in the Procurement of Goods and Services Activities in Kupang Regency Government" written by Peelt Julio Mark Baun NIM 8112171040 MM, supervised by P. Dr. Philipus Tule, SVD and Drs. Ec. Gaudensius Djuang, MM. The implementation of the policy for the procurement of government’s goods and services electronically (e-procurement) is carried out under the mandate of the Indonesian Presidential Regulation Number 16 of the year 2018 on Government Procurement of Goods and Services. Kupang Regency Local Government has implemented this aforementioned e-procurement policy from 2012 hitherto. This is also inseparable from problems in the process of procuring goods and services such as auctions, lack of human resources and poor communication, the attitude of the apparatus and changes in the bureaucratic structure that are constantly changing. The problem formulation of this study are: 1) How to depict the implementation of e-procurement, resources, communication, attitude and bureaucratic structure in Kupang Regency government? 2) Do the resources, communication, attitude and organizational structure partially have a significant effect on the imposition of e-procurement in Kupang Regency Government? 3). Do the resources, communication, attitude and organizational structure stimulant influence the implementation of e-procurement in Kupang Regency Government? The population in this study comprises 11 (eleven) employees at the Goods and Services Procurement Division of Kupang Regency Secretariat, 21 working groups and other organisational commitment making officials (PPK) throughout the regency; totalling 32 people. This study utilised two analyses, descriptive statistical analysis and inferential statistical analysis. The results of the descriptive statistical analysis show that the implementation of e-procurement, resources, communication, attitude and bureaucratic structure in Kupang Regency Government, in general, is quite good. Moreover, the results of the 'T-test' reveals that partially, resources (3,726 sig. 0,000), communication (2,656; sig 0,009) attitude (towards disposition) (2,143; sig 0035) and bureaucratic structures (3,734; sig 0,000) have an important effect on the implementation of e-procurement in Kupang Regency Government. In addition, the results of the 'F-test' indicates that all independent variables simultaneously possess an enormous impact on the effectuation of e-procurement in the Kupang Regency Government, with an F value of 39.720 and a significance value of 0.000. The results of the coefficient of determination (R2) demonstrate that all independent variables contribute 74.2% to the implementation of e-procurement in Kupang Regency Government. According to the results of descriptive statistical analysis and inferential statistical analysis, Kupang Regency Government is recommended to involve employees in certification exams for procurement of goods and services to increase the number of PPK as procurement certificate holders in Kupang Regency. Furthermore, add facilities such as laptops and printers, improve oral and written communication among the election working group or procurement officers, provide administrative penalties for employees who carry out tasks . Finally, the government should provide extra incentive as a stimulant against the workload and carry out tasks according to job descriptions and positions.
