Abstract

This study aims to evaluate the tariff policy of the Maxim Bike online transportation service in Kupang City by applying six public policy evaluation indicators proposed by William N. Dunn, namely effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The research employed a descriptive qualitative method through interviews, observation, and documentation. The informants involved the Manager of Maxim Kupang City, a Land Transportation Supervisor at the Provincial Transportation Office of East Nusa Tenggara, Maxim Bike drivers, and service users. The findings indicate that the Maxim Bike tariff is considered affordable and supports public accessibility. However, it has not fully fulfilled the economic needs of drivers, as they still experience income instability due to demand fluctuations. In addition, the study reveals an imbalance in the distribution of benefits among the company, drivers, and consumers, particularly in terms of equity and transparency regarding tariff adjustments. These results highlight the need for clearer information disclosure, adjustments in the tariff mechanism, and the formulation of more adaptive and fair policies for all stakeholders involved
