Abstract

Beatriks Tri Putri Pining, 2025 Thesis entitled “Assessing the Impact of Conflict of Interest Between Online Taxis and Conventional Taxis in Kupang City (Case Study of El Tari Airport)” supervised by Dr. Indriyati, S.IP, M.Si and Yohes Kornelius Ethelber, S.Fil..MPA. The purpose of this study is to determine the relevance of conflict of interest theory in examining the impact of conflicts of interest between online taxis and conventional taxis at El Tari Airport in Kupang. The method used in this study is descriptive qualitative. The informants involved in this study were employees of the NTT Provincial Transportation Agency, the manager of El Tari Airport in Kupang, the head of the Air Force Cooperative Primer (PRIMKOPAU) TNI-AU office, managers of online taxi companies in Kupang, online taxi drivers, conventional taxi drivers, and members of the community, for a total of 11 informants. Data collection techniques included interviews, observation, and documentation. In this study, data analysis techniques were carried out by collecting data, reducing data, presenting data, and drawing conclusions. The results of this study show that the policy introducing online transportation services has sparked much debate among the public, especially among the conventional transportation community. Efforts to prevent and address this issue have not been fully implemented efficiently and continue to cause debate and a sense of injustice regarding the policy. The policy of restricting operational zones is considered a monopolistic policy because it does not accommodate the interests of all parties, especially the community who feel aggrieved by this policy. The high fares charged by conventional taxis at El Tari Airport have led the community to use private transportation more often when leaving the airport area. The conflict between these two different types of taxi services has given rise to new ideas for policy revisions and increased awareness and solidarity within groups, especially among conventional and online taxi driver communities.
