Abstract

Cooperatives serve as a fundamental pillar in strengthening community-based economies, primarily through improving the living standards of their members. In the region of Timor Tengah Utara Regency, the responsibility for monitoring cooperative progress falls to the Office of Cooperatives and Small and Medium Enterprises. However, the current monitoring mechanisms still rely on conventional procedures without the support of systemic tools that are both objective and flexible, making them susceptible to assessment bias and errors in data processing. To address these challenges, this study implements an evaluative approach using a fuzzy logic-based inference system, adopting the Mamdani method as its primary framework. Fuzzy logic itself is a computational approach designed to manage uncertainty in data by transforming linguistic variables into numerical representations based on membership functions. The Mamdani method was selected due to its excellence in bridging human reasoning patterns with structured mathematical formulations. The system development process utilized MATLAB software, which provides comprehensive facilities for visual and systematic fuzzy modeling. The evaluation model was constructed by considering several indicators, including risk profile, financial performance, capital structure, and governance aspects. The findings of this research indicate that the constructed system is capable of producing more objective and consistent assessments. Furthermore, the system simplifies analytical procedures by presenting outputs in the form of numerical scores and cooperative health status categories. Consequently, this system is considered suitable for supporting more precise, efficient, and transparent decision-making processes by the Office of Cooperatives and SMEs of Timor Tengah Utara Regency in the context of fostering and developing cooperatives in the region..
