Abstract
Seaweed cultivation is an important livelihood sector for coastal communities in Baobolak Village, Nagawutung Subdistrict, Lembata Regency. However, cultivation practices face several challenges related to farmers’ capacities and institutional support, requiring government intervention to promote optimal development. This study aims to analyze the role of the government in strengthening the capacities of seaweed farmers and to identify the benefits for improving production quality and the economic independence of coastal communities. The study applies the concept of community capacity, including the enhancement of knowledge and skills, institutional strengthening, access to resources and information, and adaptive and innovative abilities, as a framework to examine the effectiveness of government roles. A qualitative approach was used in this study. Data were collected through in-depth interviews with eight informants, comprising three village government officials and five seaweed farmers, supported by field observation and documentation. The results indicate that the village government has played a role through technical training, the formation of farmer groups, and facilitation of production support. However, these programs have not been implemented sustainably, and farmer groups are not yet fully independent. Farmers have adaptive abilities to environmental changes but are still constrained by limited capital and market information access. In conclusion, the government’s role in strengthening the capacities of seaweed farmers in Baobolak Village has been underway but needs to be enhanced through continuous technical assistance, participatory institutional strengthening, and expanded access to resources and markets. It is recommended that stronger collaboration among the government, farmer groups, and relevant stakeholders be established to achieve the economic independence of coastal communities.
