Abstract
This research is entitled “The Dynamics of Conflict Resolution in the Placement of Facilities for the Preparatory Village Office of South Ruan, Kota Komba District, East Manggarai Regency.” The problem addressed in this study concerns how the dynamics of conflict resolution occurred in determining the location of the South Ruan Preparatory Village Office and how the stages of conflict resolution were carried out in resolving the conflict. This conflict arose due to differences in perspectives between the communities of Podol Village and Sola Village regarding the most appropriate location for the construction of the village office. The purpose of this research is to identify and understand the dynamics of conflict resolution in the placement of the facilities of the South Ruan Preparatory Village Office, as well as to understand the stages of conflict resolution implemented in resolving the conflict. This study is expected to provide academic contributions as well as useful information for the community and government in understanding the process of resolving social conflicts related to the development of village government facilities. This study uses a qualitative descriptive method, with informants determined through purposive sampling technique. The types of data used in this research consist of primary data and secondary data. Primary data were obtained through direct interviews with community leaders, traditional leaders, village officials, and local government representatives involved in the conflict resolution process. Meanwhile, secondary data were obtained from official documents, village archives, and relevant literature related to the research topic. Data collection techniques included interviews, observation, and documentation. The variable in this research is the dynamics of conflict resolution in determining the village office facilities. This variable is measured through three main indicators, namely negotiation, mediation, and arbitration. The negotiation indicator is analyzed through the orientation toward common interests, the mediation indicator is examined through the effectiveness of the mediator's role in bridging the conflict, while the arbitration indicator is analyzed through the ability of the arbiter to make decisions and the strength of legitimacy and acceptance of arbitration decisions by the community. The results of the study show that the conflict regarding the placement of the South Ruan Preparatory Village Office is a conflict of interest between the communities of Podol Village and Sola Village, influenced by several factors, including technical factors related to location, social factors and group identity, historical factors related to land ownership, and administrative factors in the process of establishing a new village. During the negotiation stage, both parties were unable to reach an agreement because each party maintained its arguments and group interests. Mediation efforts involving intellectuals and community leaders from both villages also failed to resolve the conflict due to the strong group ego and the low level of trust between the parties involved. The conflict was eventually addressed through arbitration involving the Government of East Manggarai Regency as an authority with higher jurisdiction. The local government decided that the location of the South Ruan Preparatory Village Office would be built on the land of SDI Moso Kukun, which was considered a neutral location because it belongs to the regional government. This decision essentially succeeded in reducing open conflict between the communities of the two villages. However, until the end of 2025, the decision has not been fully implemented due to unfinished administrative procedures. The conclusion of this research indicates that the dynamics of conflict resolution in determining the location of the South Ruan Preparatory Village Office show that the negotiation and mediation stages were unable to produce an agreement due to strong group interests, social identity, and a low level of trust between the conflicting parties. Arbitration by the regional government succeeded in producing a formal decision accepted by both parties; however, the effectiveness of the conflict resolution still depends on the implementation of the decision by the local government. Based on the results of this research, it is recommended that the communities of Podol Village and Sola Village continue to build more open communication and prioritize collective interests in village development. Furthermore, the regional government is expected to accelerate administrative processes and the realization of the South Ruan Preparatory Village Office development so that the arbitration decision can provide certainty and prevent the re-emergence of conflict in the future.
