Abstract

The distribution of Direct Cash Assistance (BLT) in Golo Kantar Village faces challenges due to a manual selection process that is time-consuming and prone to subjectivity, leading to the risk of inaccurate targeting. This study aims to design a web-based Decision Support System (DSS) to objectively determine the priority of assistance recipients. The development phase was carried out using a structured approach encompassing requirement analysis, system design, and implementation using the PHP programming language and MySQL database. The methods applied integrate the Rank Order Centroid (ROC) and Simple Additive Weighting (SAW). The priority ranking is obtained by converting the criteria importance levels into weight values using ROC, which are then multiplied by the normalized attribute value matrix using SAW to generate the final preference score for each candidate. The results indicate that the system functions properly based on black-box testing and provides an accurate priority order consistent with manual calculation validation. The application of this system successfully produces a transparent ranking list, thereby assisting the Golo Kantar Village Government in distributing BLT more fairly, efficiently, and effectively to the targeted community.
