Abstract

The objective of this study is to analyze the implementation of empowerment programs and identify the inhibiting factors in improving farmers’ welfare.This research employs a descriptive qualitative method. Data were collected through interviews, observations, and documentation involving village officials, agricultural extension workers, farmer group leaders, and farmer group members. The study applies Robert Chambers’ empowerment theory, which emphasizes access to resources, capacity building, participation, and independence as key indicators of community empowerment.The findings indicate that the empowerment programs in Fatukanutu Village have been implemented through the provision of agricultural inputs, training activities, and the establishment of farmer groups. These programs have contributed to improving farmers’ basic knowledge and skills. However, the empowerment process has not yet been fully effective due to several constraints, including limited water resources, inadequate production facilities, weak farmer group institutions, limited market access, and low youth participation. Consequently, improvements in capacity have not been fully accompanied by significant increases in income and economic independence.The study concludes that community empowerment in the agricultural sector in Fatukanutu Village has been implemented but remains suboptimal. Therefore, it is recommended that the village government strengthen agricultural infrastructure support, enhance continuous needs-based training and mentoring, reinforce farmer group institutions, and promote the establishment of marketing units or cooperatives to improve farmers’ bargaining power and sustainable welfare.
