Abstract
This study is entitled “The Administrative Ecology Study Approach to the Lonto Leok Culture in Golo Meleng Village, Rana Mese District, East Manggarai Regency.” The research problem focuses on how the Lonto Leok culture is practiced within the village administrative system and how the interaction of social, economic, political, and administrative environments influences village governance. The theoretical framework applied in this study is the Administrative Ecology theory proposed by Fred W. Riggs, which emphasizes that administrative systems cannot be separated from the social and cultural environments in which they operate. This research employs a qualitative method with a field study approach. Data were collected through observation, in-depth interviews with four informants, and documentation. The discussion reveals that the Lonto Leok culture plays an important role in strengthening deliberation values, social solidarity, community participation, as well as decision-making and coordination mechanisms in village administration. However, modernization and formal bureaucratic systems pose challenges to the sustainability of this cultural practice. The study concludes that the administrative ecology approach is relevant for understanding and integrating the Lonto Leok culture into the village administrative system in order to achieve participatory and locally based village governance. Therefore, it is recommended that village and local governments accommodate the values of the Lonto Leok culture in planning processes, decision-making, and the implementation of village administration as an effort to preserve local culture and strengthen local governance.
