Abstract
This study aims to analyze the strategy of the Regional General Election Commission (KPUD) of Flores Timur Regency in providing political education for first-time voters during the 2024 Simultaneous Regional Elections. First-time voters, most of whom belong to Generation Z, play a crucial role in shaping the direction of local democracy; therefore, effective, engaging, and relevant political education strategies are essential. This research employs a qualitative descriptive approach with data collected through in-depth interviews, observations, and documentation studies. The research informants include KPUD commissioners and staff, members of Bawaslu, and first-time voters in Flores Timur Regency. The findings indicate that the political education strategies implemented by KPUD Flores Timur are carried out through two main aspects: political education strategies and political education materials. In terms of strategy, KPUD utilizes various methods such as direct socialization in schools (KPU Goes to School), roadshows across 19 districts, voting simulations, and the use of digital and social media to reach young audiences. Meanwhile, in terms of content, KPUD emphasizes simple, contextual messages that highlight democratic values such as honesty, anti-money politics, and moral responsibility. The materials are also presented creatively through educational media, such as the short film “Tepatilah Janji” to make the messages more accessible to young voters. The study concludes that KPUD Flores Timur’s political education strategies have been effective in increasing the understanding, awareness, and participation of first-time voters. The use of participatory methods and digital media has proven relevant to the communication patterns of modern youth. However, program sustainability and enhanced cross-institutional collaboration are still needed to expand the impact of political education across all segments of society.
