Abstract
Research Title: Implementation of the Population Administration Information System (SIAK) at the Department of Population and Civil Registration of South Central Timor Regency. This research is based on the problem of the low ownership of Birth Certificates and Marriage Certificates in South Central Timor Regency, despite the ongoing implementation of the Population Administration Information System (SIAK) and the relatively high ownership of Family Cards and Electronic Identity Cards. The purpose of this study is to describe and analyze the implementation of the Population Administration Information System (SIAK) at the Department of Population and Civil Registration of South Central Timor Regency. This study employs a qualitative approach and applies Edward III’s policy implementation theory, using the variables of communication, resources, disposition, and bureaucratic structure. The results indicate that the implementation of the Population Administration Information System (SIAK) at the Department of Population and Civil Registration of South Central Timor Regency has generally been carried out quite well in terms of communication, resources, disposition, and bureaucratic structure. However, the implementation has not yet been fully optimal in promoting increased ownership of Birth Certificates and Marriage Certificates. Therefore, stronger socialization efforts, more proactive service delivery, and increased public awareness of the importance of registering vital events are still required.
