Abstract
This thesis, entitled “Analysis of the Determinants of Loan Repayment Capacity from the Perspective of Regional Finance in East Nusa Tenggara Province” by Marenstha Vrinsca Killi (Student ID: 81122212), was supervised by Dr. M. E. Perseveranda, SE., M.Si as the first advisor and Dr. Stanis Man, SE., M.Si as the second advisor. This study aims to analyze the determinants of loan repayment capacity from the perspective of regional finance in East Nusa Tenggara Province. The main focus of this research is to assess the factors influencing the fiscal capacity of the region in fulfilling its loan repayment obligations, particularly from the aspects of Local Own-Source Revenue (PAD), intergovernmental transfer funds, and the level of budget management efficiency. This research employs a qualitative descriptive method with a case study approach on the Provincial Government of East Nusa Tenggara. Data were obtained through interviews with the Regional Financial Agency and Commission III of the Regional House of Representatives, as well as documentation of the Regional Budget (APBD) realization reports for the period of 2021–2024. The results indicate that the loan repayment capacity of East Nusa Tenggara Province is categorized as very safe, with the Debt Service Coverage Ratio (DSCR) consistently exceeding the minimum standard of 2.5, ranging from 16.80 to 52.75 during the research period. This shows that the province’s revenue is more than sufficient to meet its debt obligations. The efficiency level of budget management also shows significant improvement, from 80.06% in 2021 to 91.76% in 2024, indicating increasingly effective APBD management. However, the expenditure structure remains dominated by personnel expenses, thereby limiting the fiscal space for productive spending. Overall, the study concludes that PAD, transfer funds, and budget efficiency play crucial roles in determining the region’s ability to repay its loans. The Provincial Government of East Nusa Tenggara should continue to enhance fiscal independence by optimizing PAD and reallocating expenditures toward productive sectors to maintain sustainable fiscal capacity and support regional economic development.
