Abstract

This undergraduate thesis is entitled “Government Transparency in the Management of Village Fund Budget in Rafae Village, Raimanuk District, Belu Regency.” The study aims to describe the transparency of the Rafae Village government in managing the Village Fund Budget and to identify the obstacles faced in realizing such transparency. The research employs a descriptive qualitative method, with data collected through interviews, observation, and documentation. The analysis focuses on three indicators of transparency proposed by Sedarmayanti, namely public information disclosure, information accessibility, and community participation. The findings indicate that transparency in the management of the Village Fund in Rafae Village has not been implemented optimally. Although the village government has undertaken several forms of disclosure such as disseminating information through village deliberation meetings and installing information boards the distribution of information remains uneven and is not easily accessible to all residents. Community participation in development planning is also still low, as invitations to deliberation meetings are not well distributed and village forums tend to be dominated by certain figures. The main obstacles faced by the village government include limited facilities for information dissemination, low public awareness of the right to information, and minimal community involvement in the planning and oversight processes. This study emphasizes the need to strengthen more inclusive and systematic transparency mechanisms in order to realize effective, accountable, and participatory village governance.
