Abstract

This study is entitled “Implementation of the Family Planning (KB) Program in Population Control in Bokon Village, Miomaffo Timur District, North Central Timor Regency.” The aim of this research is to understand how the Family Planning Program is implemented and what factors influence its success in controlling population growth in Bokon Village. This study uses a qualitative descriptive approach. Data were collected through observations, interviews with family planning counselors, health workers, and local residents, as well as documentation from the Miomaffo Timur Family Planning Office. The results show that the Family Planning Program in Bokon Village has been implemented fairly well, though not yet optimally. Based on Richard Matland’s (1995) implementation theory—which includes the accuracy of policy, implementers, targets, and environment—the program is considered relevant to community needs and provides real benefits, such as birth spacing and improved family welfare. However, challenges remain, including limited field officers, inadequate infrastructure, and cultural beliefs that view having many children as a blessing. Therefore, stronger communication, continuous education, and support from local governments and community leaders are essential to enhance the program’s effectiveness and outreach.
