Abstract

In this study, the researcher used George C. Edward III's policy implementation theory (in Riant Nugroho, 2009:33), which encompasses four indicators: communication, resources, disposition (implementer's attitude), and bureaucratic structure. The research used descriptive qualitative research. Data collection techniques were conducted through observation, interviews, and documentation, while data analysis techniques included data reduction, data presentation, and conclusion drawing. Primary data sources were obtained directly from village government officials and aid recipients.The results of the study indicate that the implementation of the Decent Housing Assistance Program in Jawapogo Village has generally gone quite well. Communication between the village government and the community is conducted openly and transparently, so that information regarding program implementation can be clearly received by aid recipients. In terms of resources, the village government strives to maximize available manpower and funds, although there are still limitations in terms of labor and supporting facilities. The attitude of the implementers shows a high commitment and responsibility for the success of the program, while the bureaucratic structure has supported program implementation through clear procedures and coordination. The main obstacles encountered in the implementation of this program include delays in the distribution of materials, unpredictable weather conditions, and a limited skilled workforce. Overall, this program is considered to have had a positive impact on improving the welfare and quality of life of aid recipients in Jawapogo Village.
