Abstract

The implementation of road construction projects requires accurate planning of time and cost to ensure that the work proceeds according to the predetermined schedule and budget. However, actual field conditions often do not fully align with the planning outlined in the Budget Plan (RAB). This study was conducted to evaluate the conformity of work item completion time and project cost between the RAB and daily reports, using a case study of the Strategic Village Road Improvement Project on the Lilana – Fetomone – Oelamasi route in South Central Timor Regency, East Nusa Tenggara Province. The objective of this research is to identify the comparison of work item completion times and the differences in project costs between RAB-based calculations and actual field conditions. This study employs a quantitative method with a descriptive approach. The data used are secondary data obtained from RAB documents and daily project reports. The analysis was carried out in several stages, including calculating labor and equipment productivity, determining minimum production, estimating work item completion time, and comparing the total project cost based on both data sources. The evaluation was conducted by identifying time and cost deviations to determine the efficiency of project execution compared to the initial plan. The results show that most work items experienced positive time deviations, meaning that the actual field duration was longer than the planned duration. Some work items experienced significant delays, such as selected embankment work and class B aggregate base layers, while others, such as fc’15 MPa concrete and plain reinforcing steel, were completed faster than planned. In terms of cost, the total cost based on the daily report reached IDR 2,572,639,618.07, which is higher than the total cost based on the RAB, amounting to IDR 1,450,450,450.44. These results indicate that the project implementation required more time and cost than planned; therefore, regular evaluations of daily reports are necessary to improve the efficiency of future project planning.
