Abstract

The thesis entitled "Analysis of Cooperative Performance Efficiency Levels Using the DEA Method at the Primary Credit Cooperative, Puskopdit Timor, in Kupang City" by Maria Adelaide A. Djuang, Student ID Number: 81122220, supervised by Dr. Stanis Man, SE., M.Si., as Supervisor 1, and Father Dr. Paskalis Seran, SVD, Dipl. Theol, MBA, as Supervisor 2. Financial performance is a company's ability to create value for the company or its capital owners in effective and efficient ways. A company is considered efficient if it produces a greater output using the same number of input units. In this study, the inputs are the number of members, capital, assets, and expenses, while the outputs are revenue and net operating profit (SHU). The development of the Operating Profit of the 13 Primary Credit Cooperatives, Puskopdit Bekatigade Timor, shows that six cooperatives experienced a decline in net operating profit (SHU) during the 2021-2023 fiscal year. Three cooperatives experienced a decline in their operating profit (SHU) in the 2022 fiscal year, and three cooperatives in the 2023 fiscal year. The objectives of this study were: 1) To determine the efficiency level of credit unions; 2) To identify the factors causing differences in efficiency levels between credit unions; and 3) To analyze strategies that can be implemented to improve the efficiency level of the Primary Credit Union (Puskopdit Timor) in Kupang City. The population consisted of all 13 Primary Credit Unions (Puskopdit Timor) in Kupang City, which were actively operating during the 2021-2023 period. Therefore, all of them were selected as the research sample. The data used was quantitative in nature and secondary in source. The efficiency analysis tool used the DEA method with a Variable Return to Scale (VRS) approach, using WinDea and DEAP software. The results showed that the majority (8) cooperatives operated efficiently during the 2021-2023 fiscal year. Five cooperatives have not yet achieved optimal efficiency, including Sami Jaya Cooperative (2021-2022), Solidaritas Cooperative (2021), Familia Cooperative (2021-2023), Timau Indah Cooperative (2021-2022), and Harapan Sejahtera Cooperative (2021-2022). The main causes of inefficiency are low member participation, high loan default rates, underutilization of capital and assets, and high operational costs. Efficiency improvement strategies include optimizing member participation, efficient capital management, productive asset utilization, and benchmarking with other efficient cooperatives that serve as benchmarks. Suggestions include ongoing education for prospective and current members to raise awareness of their obligations and rights, determining member loan limits based on their financial capabilities, and expanding the variety of credit products with varying interest rates based on the loan purpose.
