Abstract
This thesis is entitled Community Participation in the Utilization and Maintenance of Public Facilities in the Kelapa Lima Beach Tourist Area in Kupang City, with the problem formulation being how does community participation in the utilization and maintenance of the Kelapa Lima Beach tourist area in Kupang City occur? The purpose of this study is to describe and analyze community participation in the utilization and maintenance of the Kelapa Lima Beach tourist area in Kupang City. The theory used is community participation. According to Ericson, there are three stages of community participation, namely: a). Participation in the planning stage (idea planning stage); b). Participation in utilization (utilization stage); c). Participation in maintenance and management; d). Participation in further decision-making. The research method used was qualitative. Research informants were selected using the purposive technique. Primary data sources were obtained through interviews, observation, and documentation. Secondary data included the number of facilities built and utilized by users, traders, and ‘UMKM’; types of creative usage; laws and regulations, scientific journals, literature, technical guidelines, dictionaries, and encyclopedias. Data analysis techniques include data collection, data reduction, data presentation, conclusion drawing, and verification. The object of research, the coast of Kupang Bay, is a beach tourism area located in Kelapa Lima Village, Kelapa Lima District, Kupang City, East Nusa Tenggara. The government has built a number of public facilities, namely three culinary piers, four gazebos, one theater stage, three public toilets, and one guard post. There are 57 stalls built by traders, namely 11 fish stalls, eight fish grilling stalls, nine coffee stalls, four kiosks, five yellow rice stalls, 17 grilled corn stalls, and one stall each selling salome, ice cream, and fruit. The results of the study show that the community participated in the planning stage, although certain aspects only involved key figures (knowledge and deliberation aspects). The aspects of participation in the utilization of public facilities and creativity were very high. The aspect of participation in the maintenance and management of public facilities was fully involved with a high level of awareness. In the aspect of further decision-making, the community participated, but there was no follow-up from the government in terms of evaluation and feedback. The conclusion is that community participation in the utilization and maintenance of public facilities in the Kelapa Lima Beach tourist area in Kupang City has occurred. However, several aspects, especially planning, only involved key figures and were top-down in nature. Therefore, it is recommended that the community be involved in planning (bottom-up), in addition to conducting further research.
