Abstract

Oeba Market is one of the main traditional markets in Kupang City, which still faces various management issues, ranging from damaged physical facilities, disorderly vendor arrangements, to limited sanitation and drainage facilities. This study aims to evaluate the management of Oeba Market based on six policy evaluation indicators according to William N. Dunn (2003), namely effectiveness, efficiency, sustainability, adequacy, equity, and responsiveness. The research approach used is descriptive qualitative through interviews, observation, and documentation involving the management of PD Pasar Kota Kupang, permanent and non-permanent traders, special traders, and market users. The results of the study show that the Oeba Market management policy has not been implemented optimally. The effectiveness of the policy is still limited because there is no zoning based on commodity type for the placement of traders, market facilities are inadequate, and there is no complaint channel. Efficiency has also not been achieved despite market revenue reaching an average of IDR 132,250,000 per month with a 35% contribution to local revenue. Transparency in financial management and the quality of infrastructure remain the main complaints of traders. In terms of adequacy and equity, basic needs such as clean water, electricity, drainage, and proper stalls have not been met evenly. The responsiveness of the management is considered low due to the absence of a formal mechanism for accommodating traders' complaints. The sustainability of the policy is also not yet apparent as there have been no road repairs, stall renovations, or development of other supporting facilities. Overall, the governance of Oeba Market is categorized as adequate, but it requires comprehensive improvements in infrastructure, commodity arrangement, financial management transparency, and public service quality to ensure more orderly, clean, and sustainable market management.
